Institutional agreements with the public health system

 
Since 1995, Andalusia has authorized the signing of a Framework Agreement between the Ministries of Health and Education and Science and the Universities of Almería, Cádiz, Córdoba, Granada, Huelva, Jaén, Málaga and Seville, for the use of Health Institutions in research and teaching. This Agreement has been subject to successive modifications over the years to adjust to a model of relationship between the care, teaching and research areas of both Institutions that have evolved over time.
The mission of this Framework Agreement is to promote the maximum ustilization of the human and material resources of Specialized Care and Primary Care both for the practical, clinical and research training of the students of any of the three university cycles in those degrees or subjects related to Sciences of Health and cooperate in maintaining the qualification of health professionals at the highest level, promoting their updating and recycling and favoring their incorporation into university teaching, as well as that of teachers into care activity.


Through the UMA-Ministry of Health Joint Commission, the Faculty of Health Sciences has been successively approving the Collaboration Plans for the operational development of this Framework Agreement and its respective Addendums in undergraduate, Master's and Doctorate studies. In the case of doctoral studies, the collaboration between the Doctoral Program in Health Sciences and the different care centers and devices focuses on the provision of research skills through the doctoral training of professionals from the public health system admitted to the Program of Doctorate, as well as to develop clinical, epidemiological or health services research for the culmination of the doctoral thesis.


This relationship framework has made it possible to generate a collaborative fabric that has gone beyond this initial purpose and has favored the integration of hybrid research groups made up of academic and clinical researchers, which has even allowed the incorporation of health professionals to the Doctoral Program as directors. thesis and also as professors of the Program. This alliance is an essential ingredient for the transfer of research results to the care context and the orientation of the lines of research towards problems and challenges that society has to address in terms of health and socio-health care.
The list of Care Centers and facilities covered by the Framework Agreement is as follows: 6 hospitals, 5 Primary Care Districts and their corresponding care facilities, as well as the 061 Emergency service:

On the other hand, according to article 8 of RD99/2011, the Doctoral Programs will have external allies for their implementation by virtue of complementarities, sharing of excellence or synergies with the R&D&i strategies of other institutions. In the case of the Doctoral Program in Health Sciences, in addition to the usual collaborations that are developed between other national and international academic institutions, the collaboration with the Malaga Biomedical Research Institute (IBIMA) is especially relevant. IBIMA is an accredited institute in accordance with the provisions of RD 279/2016 and includes a Management Board in its governance structure, the nature and contents of which are defined by the Collaboration Agreement between the Health Department of the Junta de Andalucía, the University of Malaga, the Andalusian Health Service and the FIMABIS public Foundation for the development of biomedical research. In this Management Board there are two representatives of the UMA, as well as in the Delegated Commission. The 6 IBIMA groups that are integrated into the Doctoral Program in Health Sciences belong to Areas 1, 3 and 6, and in five of them, the respective professors of the Program are the coordinators of said groups. All the Institute's research support structures, as well as the interaction with other groups, constitute a research fabric of incalculable value for the development of synergies in each of the lines of the Program, as well as for obtaining competitive funds.

On the other hand, due to the nature and scope of the research carried out in the Program, mostly in the health context, and in compliance with Decree 8/2020, of January 30, which regulates the ethics of care and biomedical research in Andalusia, the Research Ethics Committees of Centers that carry out Biomedical Research, the Program must maintain a structural collaboration with the Provincial Research Ethics Committee of Malaga (CEIPM) and the Costa del Sol Research Ethics, in addition to the Experimentation Committee of the UMA (CEUMA), in charge of advising on bioethics and biosafety matters related to the teaching and research activities carried out at the University of Malaga (as stipulated in the Regulations of the CEUMA, approved by the Governing Council of the University of Malaga on July 19, 2013 and modified on June 29, 2021).

In the same way, all the research projects of the doctoral students that are carried out in the dependencies of the Faculty must be authorized by the Research Commission of the Faculty of Health Sciences.
