The IAIC designed in 1997, by request of the competent general office of the Ministry of Justice of the Junta de Andalucía, an "Operational Plan for Crime Victims Assistance Offices", that was adopted by the aforementioned general office and that, after a pilot test carried out in Malaga and Seville between 1997 and 1998, constitutes the model according to which the eight current Victims assistance office (SAVAs) have been devised. These SAVAs constitute the richest network of victim assistance services in the whole state and it has inspired further initiatives in other autonomous communities.

The Malaga Section of the IAIC continues to officially offer technical assistance to the SAVA in Malaga, which is moreover the greatest provider of services, both in qualitative and quantitative terms, in all the Autonomous Region. In this area, an Educational Plan on Domestic Violence was also devised in the year 2000, requested by the Ministry of Justice of the Junta de Andalucía to the Malaga Section of the IAIC.
