Title: OPTIMAL DESIGN OF EDUCATIONAL POLICIES BASED ON THE ANALYSIS OF LONGITUDINAL CENSUS DATA

Summary:
The relative underperformance of students enrolled in the Spanish educational system, with mean scores in international evaluation tests below the average observed in developed countries, as well as high repetition and dropout rates, have negative consequences on long-term growth, especially after the Great Recession that constrained public investment in formal training. This context lends high relevance to the research project proposed here, which has as main objective the development of tools for the determination of the optimal combinations of factors (inputs) required to achieve the desired policy education targets: increasing average students’ performance, reducing the rate of students not reaching basic thresholds, reducing repetition rates, increasing the satisfaction levels of teachers, students and their parents regarding the teaching-learning process, and promoting gender equality, all of which are key elements for attaining human, social and sustainable economic development in the medium and long run.
In order to understand these factors this research proposes to go in depth into the conceptualization and measurement of the quality of the education system, as a key mechanism in the analysis of its relative efficiency, using longitudinal census data for primary and secondary education, a key phase in youth education. New methodological tools will be developed, as a complement to the traditional ones, whose implementation on real education system data will allow us to design optimal education policies.

Summary:
The aim of this project is to develop tools for designing optimum decisions for determining the combinations of factors (inputs) required to achieve desired policy education targets: increasing average students’ performance, reduction in the rate of students who do not reach a level of basic performance, reducing repetition rates, increased satisfaction levels of teachers, etc., as a key element for attaining social growth and sustainable economic development in the medium and long run.
In order to understand these factors this research propose to analyze to go in depth into the conceptualization and measurement of the quality of the education system, as a key issue to analyze its relative efficiency, in primary and secondary education -as key stages for youngters human capital- based in an international comparison of the Spanish education system and a wide range of additional countries.
Therefore new methodological tools will be developed, whose implementation on real data about the education system, with time series structure, allow us the design of optimal decisions in terms of education policies.
